Durante sua aventura pela cidade, o jogador irá roubar muitos carros, matar diversas pessoas, fraudar seguros, disparar tiros a vontade, enfrentar forças policiais e participar de sitações hilárias enquanto assalta lojas, compra roupas, almoça em lanchonetes e protege traficantes durante algumas vendas. O game tem os efeitos de físicas proporcionados pela poderosa engine Havok, a mesma de Half-Life 2, assim como um modo multiplayer com quatro modos: o Gangsta Brawl, onde os jogadores se exterminam incessantemente; o Big Ass Chains, onde quem coletar mais colares dos mortos ganha; o Protect Tha Pimp, onde dois times tentam assassinar o "cafetão" rival; e o Blinged Out Ride, onde dois times tentam angariar fundos para tunar seu carro em um tempo menor que a equipe adversária. Os gráficos e os sons do jogo lembram muito o grande clássico GTA, como por exemplo a visão do personagem em terceira pessoa e as rádios com músicas licenciadas que tocam quando se entra em um carro. Apesar de ser considerado uma cópia do game GTA, Saint's Row apresenta características próprias e outras, que mesmo nada inovadoras, muito divertidas, tornando o jogo uma ótima opção para quem aprecia o gênero.

Com as missões devidamente designadas por um superior, o jogador deverá executar manobras de assalto cirurgicamente letais em Las Vegas, a "cidade do pecado". Para tanto, existirão muitos momentos ousados, como descidas por cordas de aviões ou a partir de telhados, executando-se movimentos de rapel. Algo bastante interessante em Rainbow Six Vegas é — a exemplo de Gears of War — a mecânica de se usar constantemente obstáculos como cobertura. Nesse modo, a câmera foge do foco de primeira pessoa estrito para a visão over-the-shoulder (sobre os ombros), permitindo uma visão mais realista do combate. A vida do personagem, contudo, já não é realista já que sua saúde é restabelecida após um certo período de descanso, não havendo a exigência de se curar constantemente com itens. Algo bastante desejável também é que os jogadores designem ordens ao seus homens, mandando-os suprimir fogo inimigo, irem a locais estratégios além é claro de te dar cobertura. Os gráficos são muito fortes e detalhados, auxiliando a trama e a emoção que só um título da franquia de Tom Clancy consegue transmitir.
